CactusUtils/OpenCLRunTime depends on LSUThorns/Vectors and Carpet.

Could move into Cactus at some point?

Could OpenCLRunTime work without Carpet - making Carpet optional?

    Moving Vectors would also 'free' CactusExamples/WaveToyOpenCL from external dependencies.

    Vectors should not move into the flesh. It should probably move into ExternalLibraries at some point.

    Yes, OpenCLRunTime does not require Carpet in an essential manner. This dependency can be removed.
