Testsuite of TestTable fails

The testsuite of CactusTest/TestTable fails. This, however, is not catched by the Cactus testsuite mechanism, since it doesn't check for return status (or this doesn't work), and no files are created by the testsuite even when it passes (none are present in svn).

    This was due to TestTable assuming it is the only thorn requesting tables for the testsuite and thus, getting handle==0. I now changed that (to accept any non-negative handle).
