BitBucket pull requests for ET components should go to the tickets mailing list

If someone creates a pull request in an repository hosting ET thorns, then there should be an email notification to the ET tickets mailing list, otherwise nobody will know that it has been made unless they are explicitly watching that repository. And there are a lot of repositories.

This can be achieved by setting up using BitBucket's [https://confluence.atlassian.com/bitbucket/manage-webhooks-735643732.html webhooks] to POST to a URL whenever there is a pull request. We would need to create a script on the ET web server that receives these and sends an email to the list.
