"list-simulations" doesn't appear in the log file

While the command "list-configurations" appears in the log file, the command "list-simulations" does not.

    this has been fixed as of revision r1117.

    I have also introduced two new functions to libutil

    libutil.alwaysprint -- always prints regardless of verbosity level libutil.logonly -- never prints, only logs.
