Detect when --reconfig is necessary

Description

Cactus sometimes outputs an error message that a configuration needs to be reconfigured. Simfactory should notice this, and then automatically build with --reconfig.

Would it make sense to let Cactus itself do the --reconfig in those cases?

Probably yes.

I think that we decided to not do this at the time because -reconfig did not work reliably (some options got lost). Things may be better now. On the other hand, Simfactory's -reconfig uses the stored option list, whereas Cactus does not do this.

E-mail address and name can be saved in the Preferences.
