New TRAC status "please commit"

We seem to have tickets stuck in the "review" stage that effectively have been reviewed, but have not been applied yet. We may want to introduce a new status for that.

    Too many stati are a pain to handle. If there is interest in fixing a bug, even to the point of submitting a patch and having it reviewed, then an email to someone who can actually commit it shouldn't be too hard, I think.
